Keywords for a small business
A small business does not need a hundred phrases. It needs the questions where a person is looking for a service and has not chosen a vendor yet, and the questions where they check price, time, and ownership. One page per question.
Intent before a tool
Before looking up volume, write how a customer speaks. "Recommended website builder" is vendor choice. "How much does a website cost" is research. "Moving off Wix" is a decision mid-way. Those are three pages, not one paragraph with all three phrases.
Without a paid tool you can look at Google itself: the suggestions in the search box, and "people also ask". That is not exact volume. It is the language that is actually typed.
