A page per service
If the business sells three services people search by different names, three paragraphs on the home page do not give each search a page. A page per core service does. Ten pages that differ only by a swapped word do not.
When to split
Split when there is a real difference: another audience, another process, or another question. "Website building" and "how much a website costs" are different questions and therefore different pages. "Website building in Tel Aviv" and "website building in Ramat Gan" with no difference in the service are the same page twice.
Each service page needs a heading, who it is for, what is included, and a way to enquire. Without that it is a keyword page.
